Pre-Qualification requirement: -
(I) Average annual financial turn over during last 03 years, ending 31 March 2010 should be at least 30% of the estimated cost.
(II) Experience of having successfully completed similar works costing not less than as stated below during last 07 years ending 31 March 2010 should be either of the following: -
Three similar completed works costing individually not less than the amount equal to 40% of estimated cost.
Two similar completed works costing individually not less than the amount equal to 50% of estimated cost.
OR
(c) One similar completed work costing not less than the amount equal to 80% of estimated cost.
(III) Definition of Similar work: -

(a) For all the work the Contractor should have the experience of civil Maintenance / Construction works.
Pre qualification of the tender will be assessed on the value of work done excluding cost of material. Tenderers are required to submit photocopies, documentary evidence in support of above PQ requirements accordingly.
(IV) The tenders must be accompanied with Earnest Money Deposit (EMD)
(1) Tender documents (Non-Transferable) shall be on sale from 08/07/2010 to 07/08/2010 on all working days (10.00 AM to 4.30 PM) and can be obtained on written request along with submission of the DD/Pay order/Cash as tender cost in favour of THDC Ltd, Tehri payable at Bhagirathipuram from the office of Sr. Manager (BCM), THDC Ltd., Tehri
Complete tender documents including General conditions of contract (GCC), Technical specifications etc. can also be down loaded from THDC’s web site http://thdc.nic.in/ . Offers submitted with tender documents down loaded from THDC’s web site must be accompanied with the cost of tender documents in the form of DD / Pay orders in favour of THDC Ltd., Tehri payable at Bhagirathipuram, Tehri. The bids (Part –I) that do not contain the cost of tender documents shall be out rightly rejected & their price bid (Part – II) shall not be opened .
(2) Sealed Tenders from tenderers are invited in two parts bid system in two different envelops . Part -I (Techno- commercial bid) and Part-II (Price bid). Part- I contain the Pre-qualification information/documentary evidence in support thereof, E.M.D., Techno - commercial /Technical specification duly singed by tenderers. “Part-II shall contain only the Price of individual items of work”. The tenders must be accompanied with EMD in the following form.
(a) Call deposit receipt of any nationalized bank in favour of THDC (A/C Name of contractor) or pay order or demand draft in favour of THDC Ltd., payable at Tehri.
(b) NSC, Post Office cash certificate in favour of THDC Ltd.,Tehri.
(c) FDR issued by Nationalized Bank endorsed in favour of THDC Ltd., Tehri
(d) Already pledged CDR / FDR shall not be excepted / considered.
(e) Tenders which are not accompanied with EMD shall not be considered & out rightly rejected.
(3) The duly filled in and complete tender for the work shall be received up-to 13.00 Hours on 09/08/2010. Pre-qualification information & Techno commercial bid (Part-I) shall be opened by committee members on the same day at 15.00 Hours in presence of tenderers or their authorized representatives. Price bid shall be opened subsequently for those tenderers who meet PQ requirements and whose Techno - commercial bids (part- I) are found acceptable to THDC as per pre-qualification criteria.
(4) The tender shall remain valid for 90 days for acceptance from date of opening of tender.
(5) THDC reserves the right to accept or reject any or all tenders or split the work or quantities of work can also be varied without assigning any reason thereof.
(6) Tenderers are advised to visit, inspect & examine the site conditions at their own cost and satisfy themselves before submission of tenders.
(7) Conditional and incomplete tenders shall not be excepted.
(8) If after award of work, the tenderers do not start the work within seven days of date of start, the EMD shall be forfeited in favour of THDC.
(9) Partnership deed, “ if any, ” must be accompanied with the tender documents
(10) In the past, at the time of signing of the agreement, the stamp duty was applicable as detailed below.
(i) If the security deposit paid by the contractor in cash, the stamp duty was applicable @ 12.5% of security amount.
(ii) If the security deposit paid in the form of FDR / NSC by the contractor, the stamp duty was applicable @ 07% of the security amount.
(iii) If the security deposit paid in form of the bank guarantee by the contractor, the stamp duty was applicable @ 0.50 % of security amount subject to limitation of maximum Rs.10,000.00.
(11) INFORMATION / DETAILS TO BE FURNISHED BY THE CONTRACTOR
Contractor / Party shall submit the following notarized / attested documents with their Techno Commercial bid with signature of the Tenderer :-
(a) E.M.D.
(b) PAN No.
(c) Turn Over of last three years.
(d) Experience / Completion certificate.
(e) Registration certificate
(f) Deviation statement
(g) Sale Tax
(h) Service Tax Registration if applicable.
At present vide Uttaranchal Govt. G.O No. 118/VANU-5/Stamp/2004 dated 31/03/2004, as an interim order the stamp duty has been fixed as Rs. 100.00 till further orders of the Uttaranchal Govt. An undertaking on a non-judicial stamp paper of Rs. 10.00 is also to be submitted by the contractor mentioning that in view of the new stamp duty likely to be applicable in future arising out of any new G.O of the Uttaranchal Govt. on stamp duty, the contractor shall be binding to pay the said balance stamp duty even after closure of the contract.
