Sub :- Bid Documents and Eligibility Criteria for Empanelment of Advertising Agencies for catering to the work of the offices of THDC INDIA LTD.
Ref :- Advertisement Dated 09/07/2010 in, viz Rashtriya Sahara Delhi & Dehradun and Hindustan Times, Delhi.
Dear Sir,
With reference to your application seeking Bid Documents for empanelment of Advertising Agencies , we are issuing one set Bidding Documents comprising of :-
a) Terms and conditions of empanelment of (Section I)
Advertising Agencies
b) Bid Proposal Sheet (BPS) including (Section-II)
Annexure –A,B ,C and D and Appendix-I to Annexure “A”.
Eligibility Requirements and the documentary proof required to be submitted to establish that an agency meets the same have been brought out in enclosed Annexure “A” to Bid Proposal Sheet (BPS). The agencies are necessarily required to meet these requirements in order to be eligible for further evaluation of their past credentials and creative bids. Also mere fulfilling the minimum Eligibility Requirements does not assure empanelment.
Agencies will be requested to study these requirements carefully and fill up the Information Details as asked in the enclosed BPS, legibly. While filling up the BPS supporting documents including photocopies of certificates from Clients, wherever asked for, shall also have to be enclosed with the Bid.
The duly filled in BPS including Annexure "A” , “B" and “D” along with an EMD of Rs. 10,000/= in the form of Demand Draft (D.D.) in favour of M/s THDC INDIA LTD. payable at Rishikesh and with the supporting documents duly signed on each page by authorized signatory in the first sealed envelope superscribed “Bid Proposal for Empanelment of Ad. Agencies” and the Name of the Agency. The duly filled Electronic Fund Transfer(EFT) form may also be enclosed in the First Envelope.
The second sealed envelope super scribed as “CREATIVE BID and Name of the Agency” should carry the duly filled up Annexure “C” along with the thematic approach / presentation of a campaign of 3-4 advertisements on the topic "Committed to Power, Responsible to People".
Besides, agency has to prepare cover design and 8 inside pages / actual dummies for Annual Report, Corporate Brochure, House Journal and a Layout/Story Board for exhibitions / tableau based on the above theme. All these creative presentations are to be sent in the Second envelope.
No payment whatsoever will be made for developing the above mentioned Creative. The bids under two separate envelopes shall be received upto 12:00 hrs. (noon) on 30/07/2010 at the address given below:-

First envelope carrying Bid Document with EMD, past credentials, EFT Form and second envelope with creative bid will be opened on the same day at 2:00 P.M. Bidder should be careful while filling up Annexure “A”, ”B” and “D” to the BPS and submit the complete documents in support thereof. Please note that no additional information will be entertained after the bids are opened.
A complete set of Bidding Documents including the Application form can be down loaded from http://www.thdc.gov.in and the application fee of Rs. 1000/= (non refundable) can be paid in the form of Demand Draft at the time of submission of the application. Alternatively the Application form can also be obtained from the office of Dy. General Manager(Corporate Communication), THDC INDIA LTD. Ganga Bhawan, Pragati Puram, BYE PASS ROAD, RISHIKESH-249201, by remitting the application fee of Rs. 1000/= in the form of pay order/Demand Draft from any nationalized bank in favour of THDC INDIA LTD., payable at Rishikesh. The applications received without Demand Draft of Rs. 1000/= will summarily rejected.
In case the registered bidders who have downloaded the bidding documents require an additional manual copy of the documents then such bidders shall be required to purchase the manual copy of the bidding documents following the procedure detailed above.
Issuance of Bidding Documents does not necessarily mean that the agency has been considered qualified for further evaluation. THDC INDIA LTD. reserves the right to accept or reject any application without assigning any reason thereof. Clarification, if any, on the bidding documents can be referred in writing to the undersigned at least one week prior to last date for submission of bids. In case of any typing or other errors in the complete BD & EC for Empanelment of Advertising Agencies, the view taken by THDC INDIA LTD. will supersede all other views what so ever. Please note that clarifications issued by THDC INDIA LTD. in writing shall only be given credence to. No other clarification, verbal or in writing shall be considered.
