NOTICE INVITING TENDER

Sealed Tenders are invited on behalf of THDC INDIA LIMITED, from reputed and experienced eligible Indian/ Bhutanese contractors/agencies for the following works at Bunakha HE Project (180MW), BHUTAN:

Non transferable tender documents can be obtained from the under mentioned office during office hours i.e. 9:00 am to 5:30 pm (BST) on any working day on written request along with payment towards cost of tender documents (non-refundable) in the form of DD/Pay order in favour of THDC INDIA LIMITED payable at Phuentsholing, Bhutan/ Rishikesh, India from 16.07.2010 to 14.08.2010. The Detailed Tender Notice and Tender documents can be downloaded from THDC INDIA website: http://thdc.gov.in.
Filled tenders shall be received up to 3.00 PM (BST) on 16.08.2010 at the office of THDC INDIA LIMITED, Phuentsholing, Bhutan and Techno-commercial bids (Part-I) shall be opened on 16.08.2010 (at 3.30 PM, BST) at THDC INDIA’s Office Phuentsholing, Bhutan.
Pre-qualification Requirements:
i) Average annual financial turn over during last 3 years, ending 31 March 2010 should be at least Rs/Nu. 12 Million.
ii) Experience of having successfully completed works of core drilling works individually quantified not less than as stated below during last 7 years ending 30 June 2010 should be either of the following:
a. Three completed works of core drilling in hilly terrain, with cumulative depth of core drilling executed should not be less than 570 RM each for all three works.
OR
b. Two completed works of core drilling in hilly terrain, with cumulative depth of core drilling executed should not be less than 715 RM each for all two works.
OR
c. One completed work of core drilling in hilly terrain, with cumulative depth of core drilling executed should not be less than 1140 RM.
iii) Experience of having successfully completed works in any one of the following:-
a) One Completed Work of Construction of Exploratory drifts in Hilly Terrain at least 30 m Length.
OR
b) Requisite Laboratory Testing / Field Testing for rock samples.
Note: Experience certificates issued by the private firms/ company’s etc. must be supported with the TDS certificates. Otherwise the Experience Certificates of Private Firms/ Company will not be valid.
In addition to above party must submit following papers in support of their bids:
I. PAN/TIN No., Service Tax Registration (If applicable), EPF Registration, Latest ITCC
OR
Valid Trade License or Construction Development Board Registration Certificate, TPN No, Tax Clearance Certificate or Tax Exemption Certificate as per Royal Govt. of Bhutan.
II Declaration that information submitted in support of their bid is correct in all respect.
III Availability of resources i.e. key equipments/ plants either owned/ leased/ hired, Skilled/semiskilled & expertise technical personnel, net financial capability available for the execution of works under this contract.
Project Location:-
i) Bunakha is around 102 KM away from Phuentsholing on Phuentsholing – Thimphu Highway and site is connected with about 3Km foot track near Km102 mile stone on left bank.
Other Conditions:
1) Tenders are invited in two parts bid system i.e. Part-I (Techno-commercial Bid) and Part-II (Price Bid). First part bid (Part-I) contains pre-qualification information & documentary evidence in support thereof, EMD, EPF, PAN/TIN no., Service Tax Registration (If applicable), Latest ITCC OR Valid Trade License or Construction Development Board Certificate, TPN No, Tax Clearance Certificate or Tax Exemption Certificate as per RGoB.etc with techno-commercial bid duly signed by the tenderers, and second part bid (Part –II) shall contain price bid only.
2) Part-I (Techno-commercial Bid) shall be opened at 15.30 hours (BST) on the date of opening mentioned above in the presence of intending bidders.
3) Part-II (Price Bid) shall be opened subsequently only for those tenderers, whose techno-commercial bids are found acceptable.
4) Earnest money may be deposited in the form of pay order or Demand Draft in favour of THDC INDIA LIMITED of any Nationalized/ Scheduled Bank payable at Phuentsholing, Bhutan / Rishikesh, India or Bank Guarantee from a Nationalized/Scheduled Bank of India/ Bhutan irrevocable and valid till 30 days after the expiry of the offer i.e. 120 days or FDR/CDR of any Nationalized/ Scheduled Bank as THDC INDIA LIMITED/Ac (Name of Party). Bids without earnest money deposit shall not be entertained.
5) Conditional tenders shall liable to be rejected.
6) Notwithstanding anything stated above, THDC INDIA reserves the right to reject any or all the tenders or split the work in the overall interest of THDC INDIA, without assigning any reasons whatsoever.
7) The bidders who, wishes to participate in the tender process after downloading tender documents from THDC INDIA web site, shall require to pay the cost of tender documents in the form of DD/Pay order in favour of THDC INDIA LIMITED, payable at Phuentsholing, Bhutan/ Rishikesh, India at the time of submission of the application & bid documents, failing which the bids may run the risk of rejection.
8) The tender shall remain valid for 120 days, for acceptance, from the date of opening of tender.
9) Tender received after the given schedule (Due date & Time of submission) will not be considered.
